I've been using Infrarecorder for years to get things burned in Windows. It's free to download on the Infrarecorder site or you can grab it over on Sourceforge. You can even find some others over there, but Infrarecorder is the burner I grab when I'm trying to get something burned in Windows.
It's older, but still worked when I tried it a few months ago on a customer's Windows 7 machine.
